Contractual Standards & Operating Policies

Terms of Service & Project Agreement

Effective Date: January 1, 2026 • Last Updated: September 2026 • Enforceable Under Texas Law

1. Acceptance & Contractual Binding

By accessing the website at primerepairserviceslr.com, requesting an on-site evaluation, executing a work order or contract proposal, or authorizing emergency repair services with PRIME REPAIR SERVICES L&R LLC, you explicitly agree to be legally bound by these Terms of Service, all applicable Texas state statutes, municipal building codes, and insurance regulations.

If you do not agree to these terms in their entirety, you must refrain from utilizing our website or contracting our roofing crews.

2. Scope of Free Evaluations & Written Estimates

PRIME REPAIR SERVICES L&R LLC provides 100% complimentary on-site 21-point physical roof and attic inspections across our Greater Houston service area. Please observe the following operational parameters:

  • Estimation Validity Period: Written proposals and material estimates remain valid for thirty (30) calendar days from issuance. Due to volatile regional fluctuations in asphalt petroleum feedstock, sheet steel, and aluminum commodity prices, prices are subject to formal re-confirmation after 30 days.
  • Inspection Limitations: Visual roof evaluations encompass accessible exterior slopes, perimeter flashings, valley liners, and open attic spaces. Pre-existing internal deck rot, rafter sag, termite damage, or mold concealed beneath old underlayment cannot be fully identified until total tear-off. Hidden rot is documented photographically and replaced at predetermined, written unit prices per 4x8 sheet.
  • Engineering Disclaimer: Routine physical roof evaluations do not constitute an engineering structural certification or forensic windstorm engineering study unless explicitly contracted under a separate signed professional engineering agreement.

3. Emergency Mitigation & Tarping Disclosures

Emergency roof tarping is executed as a temporary storm mitigation procedure to arrest immediate water ingress and protect building framing, insulation, and drywall from catastrophic secondary damage. Emergency tarps secured with our 2x4 lumber batten method are rated for up to ninety (90) days of weather-tight protection under standard conditions.

Property owners must schedule permanent shingle or decking restoration within this 90-day window, as prolonged exposure to intense Gulf Coast ultraviolet radiation will degrade synthetic tarp polymers.

4. Insurance Restoration & Texas House Bill 2102 Compliance

In strict accordance with Chapter 707 of the Texas Insurance Code (HB 2102), it is a Class B misdemeanor offense for any roofing contractor to pay, waive, rebate, absorb, or offset a property owner’s insurance deductible. Furthermore, it is unlawful to submit falsified invoices to an insurance carrier that conceal deductible concessions.

PRIME REPAIR SERVICES L&R LLC upholds total legal compliance: we assist property owners with unbiased forensic photographic documentation and meet with insurance adjusters on-site to verify that every legitimate storm damage component is accounted for in the insurer's scope. However, the insured property owner remains solely and strictly responsible for paying their policy deductible directly to PRIME REPAIR SERVICES L&R LLC upon project commencement or completion.

5. Workmanship & Manufacturer Warranty Terms

Complete roof replacements performed by PRIME REPAIR SERVICES L&R LLC include both our written multi-year contractor workmanship guarantee and the material warranty issued by the shingle or metal manufacturer (e.g., GAF, Owens Corning, CertainTeed):

  • Workmanship Scope: Our warranty covers physical water leaks, loose flashing, or shingle blow-offs resulting directly from installation error or failure to adhere to the 6-nail high-wind fastening pattern.
  • Exclusions: Warranties do not cover damage resulting from catastrophic Acts of God exceeding code standards (e.g., EF-2+ tornadoes, hail exceeding manufacturer impact ratings), structural foundation settlement, intentional physical abuse, or unauthorized alterations performed by third-party solar, satellite, or HVAC contractors.
  • Transferability: Workmanship warranties are transferable to the next property owner within specified terms upon submission of a formal transfer request and property inspection.

6. Permitting, HOA Compliance & Property Access

The property owner agrees to grant full and unobstructed access to driveways, electrical outlets, and water bibs during roofing operations. PRIME REPAIR SERVICES L&R LLC manages all required municipal permit applications with local Texas jurisdictions. Property owners in deed-restricted subdivisions must notify PRIME REPAIR SERVICES L&R LLC of any specific HOA architectural guidelines or color restrictions prior to material ordering.

7. Governing Law & Dispute Resolution

These Terms of Service and any contractual disputes arising between the customer and PRIME REPAIR SERVICES L&R LLC shall be governed, construed, and enforced exclusively in accordance with the substantive laws of the State of Texas. Any legal proceeding or litigation shall take place exclusively in state district courts located in Harris County, Texas.
